PROJECT MANAGER
The International Finance Corporation (IFC)

- Oversee implementation of the project throughout the region, including design of national EE surveys, contracting local research companies, identifying respondents for the survey, analyzing the research findings, drafting EE market reports based on findings and organizing public events to disseminate project results in the region;
- Recruit, manage and oversee a team of local professionals in the Ukraine for project delivery and post project activities and 2-3 staff in each of the identified countries to support the survey delivery;
- Control local expenditures against grants according to IFC and donor guidelines;
- Report to and manage relationships with project partners and donors;
- Support implementing IFC energy related advisory and investment projects in the region.
Qualifications:
- Master's or equivalent professional degree and 5+ years of relevant experience;
- Commercial, technical or research background in energy efficiency or related area;
- Experience managing research or private sector development projects in transition countries, preferably in the region;
- Strong leadership, organizational, and communications skills;

Development Director

Reporting to the Regional Vice President, the Development Director (DD) manages the production of project proposals and budgets, the identification and cultivation of potential donor partners, and the maintenance of strong relations with donor partners. DD works with the program department to identify new program areas and potential donors/sponsors. DD also works with communications department and management to identify and cultivate new donors among the international diplomatic and foundation community, as well as the local and international business community. DD monitors the implementation of donor-funded projects, coordinates the production of donor reports, coordinates related publicity efforts with communications staff, and maintains good relations with donor partners. Requirements – Graduate degree or equivalent experience; minimum of five years experience in related field; fluency in English, Ukrainian and Russian; outstanding verbal and written communications skills.


Regional Program Officer

Reporting to the Regional Director, the Regional Program Officer (RPO) manages a portfolio of social, community and/or economic development programs. RPO identifies new program areas, designs programs, produces and reviews program proposals, identifies and cultivates partners, and manages the implementation of grants, program-related contracts and other technical assistance. RPO monitors and evaluates the implementation of programs and the effectiveness of partners through site visits and the review of reports. RPO works with the communications department to publicize the foundation’s programs, as well as the work of its implementing and donor partners. RPO works with the development department to identify new program areas and design funding proposals for potential donors. Requirements – Ukrainian citizenship, university degree in a relevant field, such as economics, political science, sociology or journalism. Master’s level degree or equivalent work experience also required, including at least three years of experience in program management, international development, journalism or other relevant field. Fluent English, Ukrainian and Russian and strong computer skills required. Strong communications skills, and ability to work in a team and under deadline required. Experience with projects in Belarus or Moldova a plus.

Regional Grants and Contracts Manager

Reporting to the Director of Finance, the Regional Grants and Contracts Manager (GCM) conducts legal, financial and organizational oversight and monitoring of foundation grant and contract recipients. GCM reviews grant and program-related contract applications and conducts organizational reviews of potential recipients, assessing administrative, human resources and financial management capacity. GCM reviews budget proposals from potential recipients for cost-effectiveness and allowability under foundation policies and procedures. GCM prepares grant and contract agreements, payment and reporting schedules; reviews and approves financial and narrative reports, audit reports, requests for budget revisions and sub-contract proposals. GCM conducts periodic site visits. GCM also assists other departments in the development of budgets for fundraising purposes. GCM updates and maintains entries in the foundation’s Grants Management System and Program Management and Information System. Requirements – Ukrainian citizenship and a university degree in finance, accounting, economics and/or law. Minimum three years of analytical, audit, project and/or grants management experience. Understanding of internal control systems and contracting required. Knowledge of Microsoft Office and database experience desired, as well as good communications skills. English language proficiency desired.

Program Associate (East Europe Foundation)

Reporting to the Program Manager (East Europe Foundation), the Program Associate (PA) assists in designing programs and producing reports, overseeing program implementation. PA assists in providing partner consultations, planning and organizing events (seminars, trainings, conferences), and maintaining databases and program documentation. Requirements - Bachelor's degree in public policy, sociology, economics or other relevant field; English, Russian and Ukrainian skills. Previous employment with international development organizations desirable.

Chief Accountant

Reporting to the Director of Finance, the Chief Accountant is responsible for the day-to-day financial operations of the office including payroll, travel, cash and banking transactions. Other responsibilities include developing budgets and monitoring their implementation, preparing and filing tax returns and social funds reporting and maintaining accounting systems. Requirements - Master’s degree (or equivalent) in accounting or finance, minimum 3 years experience as a Chief Accountant or Financial Officer in Ukraine, knowledge of the generally accepted accounting principles and knowledge and skills in electronic accounting systems such as 1S, Sun Systems or other commonly used software systems. English language a plus.

Accounting Assistant

Reporting to the Chief Accountant, the Accounting Assistant is responsible for the day-to-day cash operations of the office including cash withdrawals, expense reports, advances and reimbursements. The Accounting Assistant also serves as custodian of the foundation’s petty cash fund. Other responsibilities include assisting administrative manager in procurement operations, assisting Chief Accountant in preparing and filing tax returns and social funds reporting and maintaining accounting systems. Requirements - Bachelor’s degree (or equivalent) in accounting or finance, minimum 1 year experience in finance or accounting, knowledge and skills in electronic accounting systems such as 1S. English language a plus.

Administrative Assistant

Reporting to the Office Manager/Human Resources Specialist, the Administrative Assistant (AA) fulfills secretarial and receptionist responsibilities. The AA responds to and re-directs all phone traffic; receives guests; provides secretarial and stenographical support to foundation staff; provides filing and data-base entry support; sends and processes correspondence; and provides limited translation support. AA performs additional support as required by the OM/HR. Requirements – Ukrainian citizen; university degree; fluent Ukrainian and Russian; proficient English skills; computer skills; strong communications skills.
