The East Europe Foundation is currently seeking proposals for its Municipal Partnerships for Better Energy Use program from nongovernmental organizations in all regions of Ukraine.
As part of the Municipal Partnerships for Better Energy Use program, which works to improve energy efficiency at the local level through community action and public-private partnership, EEF will accept proposals through March 3. This second stage of the program is made possible by funding from the Telenor Representative Office in Ukraine, OSCE and USAID.

This notice updates the General Procurement Notice published on the EBRD website on 22 March 2006.
National Nuclear Energy Generating Company Energoatom(NNEGC Energoatom) intends to use the proceeds of the loan from the European Bank for Reconstruction and Development (the Bank) for a project to upgrade the safety levels at the Khmelnitsky II and Rovno IV nuclear power plants. The proposed project, which has a total estimated cost of USD 42 million, will require the procurement of the goods in the following areas:
- Development and implementation of local and comprehensive diagnostics systems.
- Modernisation of equipment and pipelines of the primary circuit.
- Development and implementation of fire-prevention measures.
- Equipment of the power unit with information storage devices in the circumstances of an accident beyond design basis (black box).
- Equipment for cladding tightness control for sipping method.
- System for implementation of a leak before destruction concept.
- Development and implementation of a diagnostic system for determination of the residual fatigue resource.
- Equipment for determination of the residual resource of the NPP cables.
- Equipment for the diagnostic of strain in reinforcing cables of the protection shell stressed reinforcement system.
Tendering for the above contracts is expected to begin the second quarter of 2007.
Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

The goal of the first project is to develop a demo model of a vibratory-rotary drilling assembly equipped with a high-frequency hydrovibrator. A distinctive feature of the existing experimental prototype hydrovibrators is absence of any moving parts. The second project will involve application of the novel cybernetic process control methodology in any industry sector requiring sophisticated process control algorithm, for example, alloy industry.

Please find below some new technology information. Please note that the leads did not originate through the U.S. National Labs, therefore none of them has been validated.
The source that provided us with this information is credible. Developers are Ukrainian scientists whose projects were abandoned some years ago with the Soviet collapse. They did, for some time, carry on without support, but later disassembled one by one. Now they are looking for opportunities to revitalize this work.
Some of the technologies they covered were the following:
Composite Metallurgy / Construction Materials
They claim to have developed cement derived from iron slag. This cement is similar to m500 (Russian standard construction grade) and our Portland 42 construction grade. The costs are about 1/5 of the normal cost of cement.
Alternative Energy
They claim to have tested extracting gasoline from coal, at 92 octane for cars at an equivalent cost of $0.26 per liter.
Complex Energy
They claim to have tested a 60kw fuel cell running on Black Sea water.
Thermo-Vapor Air Conditioning
They showed me a picture of a finished product, ready for production, for automobile air conditioning that runs on water, instead of Freon or other gasses. 3000 of them were made for a launch of the product, then everything came to an end.

U.S.-Ukraine Foundation and Kobzar Society is Bringing Technology & Training to Ukraine
In a series of recent meetings, the U.S.-Ukraine Foundation and the Kobzar Society have discussed ways to increase cooperation in order to deliver more computer technology and training to Ukraine.
Kobzar Society is a non-profit organization based in Lehighton, PA, chartered to assist Ukrainian universities, secondary schools, libraries and other educational institutions by providing them with refurbished computers. To date, the Kobzar Society has delivered over 500 computers to about 120 educational institutions throughout Ukraine.
While the Kobzar Society has the experience and infrastructure to deliver computer technology to Ukraine, the U.S.-Ukraine Foundation also has a number of strengths in Ukraine, such as an extensive community network, five regional training centers, project emphasis on training, and growing donor funds supporting schools and communities. With synergies applied, both organizations believe that more critically-needed technology and training can be brought to Ukraine.
